How to change skill_types.xml

I recently started my own LIF YO server but my players want fast action! Please could anyone let me know how to change the skill_types setting?

search for "duration const" under ability line "duration const", change values in seconds...
For example:
<duration const="10 20"> is time for iron and primitive tools at same action
<duration const="">5</duration> is universal time
