Is there a function to restart a server ?

I know quit(); to close a server but i whant to resart it at 4:00 am.
How to do that ?
i can use quit(); in RCon script at 4:00 am, but to restart ... how am i doing it ?
is there a function or must i use a Windows function to launch the server at 4:15 am ?
by the way, do you have a list of all function of Lifyo server?
