[HELP] Can't destroy nothing on my server

Good!
I'm having trouble on my server.
The option to destroy buildings, and all other stuff don't appears to any player and me too =(
I build the guild monument, im guild leader, i build some buildings, i have 30+ Authority skill, but the option to destroy don't shows up on menu. Can't destroy nothing...
Anyone could tell me how fix it, please?
