Back in the day before the MMO update the was a hidden stat for the Hardened Steel pickaxe which would give you a added chance to find gems/minerals. Im trying to restore the proc chance it used to give but im at a loss now
I have been looking around in the database at Item effects and equip types for a while now with nothing working.
Any help or guidance would be appreciated.

In version 1.4.4.5 there is nothing like that a pick of hardened steel would add% to the extraction of precious stones.
The chance of the loss of regional ore - is configured in skill_types.hml. The chance of falling gems is sewn up in server.exe.
