problem starting new server

hello i have linux debian, I followed the instructions to create my own server, but it keeps writing this error "Thread pool shut down"
my system is Linux charonbobo 4.19.0-14-amd64 #1 SMP Debian 4.19.171-2 (2021-01-30) x86_64 GNU/Linux . pls help
