What editing tool are you using to make your heightmap?

You need to make a 16-bit greyscale image. I do not know the exact numbers but make sure your 'shading' spectrum ranges from dark (+ 0,0,0) to at least mid range (100,100,100) although I would recommend a bit higher on the mountains. Remember that you need the hills and mountains for the for resource allocation.

You can send me a pic of your map idea. If it's a nice one I can maybe help you out. I edit my heightmaps in PS.
